Elite Operations Division
Nick Kang Wilson
- Arrogant Kung-Fu Guy: Downplayed, but he shows elements of the trope.
- Big Brother Instinct: Very protective of his little brother, Cary. If Cary was killed...
- Cool Shades: Whenever he's on an undercover mission.
- Cowboy Cop: There was a reason he was barred before returning to join the E.O.D..
- Dark and Troubled Past: Let's see... Dead Mom, check. Dad went missing and revealed dead later on, check. Sent to live with Mom's family in Hong Kong along with his baby brother so they won't be wards of the State. Then living the next five years in poverty and being bullied in Hong Kong for being half-Chinese (which is why he goes by "Nick Kang" instead of his real name, Nick Wilson; he and his brother tried to look and sound more Chinese to blend in), check-a-rooney.
- Deadpan Snarker: Part of why he's so hated in the LAPD is his mouth that easily pisses people off (even unintentionally). This is one reason why Rosie initially loathed the thought of working with him. However, some of his snarky comments are actually fun in-game when arresting criminals.
- Guns Akimbo: Uses two guns at a time, John Woo style. He can even use two shotguns or assault rifles at once.
- Half-Breed Discrimination: Nick and his brother were born in California and lived there until they were teenagers. His father was a White American. His mother was Chinese from Hong Kong. This did not make him popular in Hong Kong. Nick and Cary started using their mother's last name (Kang) to try to blend in.
- Hero's Classic Car: He has three cars - a brown 1967 Cadillac Coupe DeVille Convertible, a blue and white 1969 Chevrolet Camaro, and a red 1996 Dodge Viper.
- Jerk with a Heart of Gold: Is rude and disrespectful, is prone to causing lots of collateral damage, and has such a reckless demeanor that nearly ruins the investigations. In addition, Nick's very prone to starting needless brawls that could have been avoided. However, he genuinely chose to be a policeman to uphold justice and stop criminals and he stuck out his neck (depending on which story path to choose) not only to save his brother but also Rosie Velasco.
Rosie Velasco
- Career-Ending Injury: She didn't leave the police force. However, after getting shot, she is forced to do desk work.
- Damsel in Distress: In the Neutral Path, captured by Rocky.
- Faux Action Girl: Downplayed. She genuinely does have the skills as she described in her backstory, but the one moment she shows it off (escaping the hold of a Triad mook with a machine gun), she gets shot in the process by accident and is relegated to a desk job because Nick doesn't want to be burdened by worrying about a partner's safety. In addition, one of the story paths has her being kidnapped by the Russian Mafia and Bound and Gagged in stripperiffic BDSM gear.
- However, in the Neutral ending, she was the one who killed Rocky to save Nick.
- Reformed Criminal: Used to be involved with the Cartel before straightening up and becoming a cop.
- Spicy Latina: Helps that she is voiced by Michelle Rodriguez.
Wanda Parks
- Big Good: The chief of the E.O.D., and Nick's superior.
- Black Boss Lady: Portrayed by C.C.H. Pounder herself.
- Da Chief: Downplayed, as she is able to tolerate Kang's ego and that Kang is the best agent they have. Though she will call out Nick for screwing up if you were to fail in certain missions.
- Team Mom: Plays peacemaker between Nick and Rosie.
Other Law Enforcement
George
- Cool Old Guy: Played by none other than Christopher Walken.
- The Narrator: For the beginning and the ending cutscene(s).
- First-Person Peripheral Narrator: Shows up in-game.
Agent Masterson
- Butt-Monkey: Hardly anyone has any respect for him.
- Da Chief: Unlike Wanda, he's a straighter example.
- FBI Agent: Brought into the case to help the E.O.D..
- Small Name, Big Ego: Despite working for the FBI, no one takes him seriously.
Don Rafferty
- Corrupt Cop: A member of the LAPD, but he was working with Rocky on the side.
- Heroic Sacrifice: Took the bullet for Nick at the airport in the Good Path.
- The Mole: Works for Rocky's counterfeit ring while working for the LAPD.
- Redemption Equals Death: He took the bullet when Rocky tried to shoot Nick in the Good Path.
Criminals
Rasputin "Rocky" Kuznetsov
- Chronic Backstabbing Disorder: Was working for General Kim, but he was more invested in the money.
- Disc-One Final Boss: Seems like the Big Bad until General Kim and his plan are introduced.
- Domestic Abuse: Is this to his girlfriend Jill. Slapped his girlfriend while calling her a whore. Though Jill uses it as part of her Wounded Gazelle Gambit to capture Nick.
- Famous-Named Foreigner: A Russian with the first name of Rasputin, huh?
- Fatal Flaw: His greed, which got him in trouble with the North Koreans when it was time to pay.
- Kill It with Fire: Burned alive among the wreckage of his jet in the Good Path.
- The Mafiya: Ex-KGB before becoming a gangster.
- Smug Snake: He is sneaky, only works for Kim for his own agenda, and even nearly kills Nick with a cheap shot in the Neutral Ending. However, he is not the mastermind he thinks he is.
- The Unfought: He was already dead when Nick finds him in the Airport in the Bad Path, while you fight him in the other paths.
- You Have Failed Me: Left hanging in the Bad Path, and the General sent out a hit squad to kill him in the Neutral Path.
General Han Yu Kim
- Big Bad: The true villain of the game.
- Cool Shades: Spots a pair of sunglasses.
- Dirty Communist: Serving for the North Korean Army.
- Four-Star Badass: General of the North Korean Army and has the skills to boot.
- Karma Houdini: Was never caught for his actions in the Neutral Path.
- Let's Get Dangerous!: Only shows his true power, both in influence and fighting, in the Good Path, when Nick is the last and biggest threat to his plans.
- Man Behind the Man: The one who Rocky was working for.
- The Unfought: Only in the Neutral Path.
Ancient Wu
- Affably Evil: Seems to help out Nick on his adventures, though he didn't mind having his gangsters, concubines, or dragon fight him.
- Our Ghosts Are Different: Sometimes he'll appear as a ghost, other times in the flesh.
- Outside-Genre Foe: He is an ancient warlock with control over zombies, demons, and dragons.
- Really 700 Years Old: 342 years old to be precise.
- The Triads and the Tongs: The leader of the Triad in Los Angeles, although many brush him off as an urban legend.
Other Characters
Cary Kang Wilson
- Arrogant Kung-Fu Guy: Averted, as Cary is friendly and quite mellow.
- Distressed Dude: Captured midway in the game by Rocky's goons.
- Killed Off for Real: If you do not save him in time, which leads to the Neutral path.
- Morality Pet: Cary is this for his older brother. In fact, Nick goes on a vendetta if Cary is killed in the Neutral path.
- Nice Guy: In contrast to his older brother, he's more easygoing and friendly.
Jill
- Bitch in Sheep's Clothing: A gun moll serving Rocky. She pretended she wants out of the scam and asks Nick to do in Rocky, so she can capture Nick.'Jill: (after sedating Nick with a tranquilizer)'' Men are so easy sometimes, night night.
- Wounded Gazelle Gambit: Lured Nick into a trap by asking for his help to defeat Rocky, playing up on his abusive behavior.
