     Clarence
Voiced by: Roscoe Lee Browne
A man who was briefly's Suga Mama's boyfriend and fiance. However, the relationship was cut at their wedding.
  • Good Parents: Considering his son, Max, is a pretty mature and reasonable person who went through a lot of trouble to find his father, and the fact that the two seem to trust and know each other when they are on screen together, it is likely Clarence/Roscoe was a good dad to his son.
  • Nice Guy: He's nothing but kind and polite to the people around him. Oscar doesn't trust him at first. While many shows during the 2000s would normally have a one-shot character like this reveal to be a bad person, Clarence's kindness is genuine and he really is caring and grateful to everything Suga has done for her. Their relationship was cut short mainly because he doesn't have the clearest idea of what is going on around him (likely due to dimentia). It's a pretty emotional and even tragic twist on this common storyline that happened in a lot of 2000s cartoons.
  • The Reveal: Oscar believed Clarence was a gigolo who was only after Suga Mama's money. As it turns out, Clarence (whose real name is Roscoe) was never after her money and is really a kind old man who just happens to not know what is going on likely due to dimentia from old age.
  • Single Woman Seeks Good Man: The genders are reversed in this situation. When he is absolutely lost, he always finds support from kind, sweet, and (according to his son Max, usually good looking ladies).

    The Altos
https://static.tvtropes.org/pmwiki/pub/images/the_altos_4.png
Punch (middle), Stomp (left), and Slapmaster (right)

A gang of thugs who, like the Gross Sisters, steal money from others. They only appear in the episode of the same name. The group consists of Punch, Stomp and Slapmaster. Sticky temporarily joins them.

  • Big, Thin, Short Trio: Punch is the big, Stomp is the short, and Slapmaster is the thin. Although Stomp is also thin, he's shorter in height than Slapmaster.
  • Catchphrase: All three of them in a sing-song tone often say "We're The Altos!".
    • Also Punch has said a couple of times "The Altos steal from everybody!"
  • Cheaters Never Prosper: They actually almost avert this. Thanks to Sticky getting the answers to the scavenger hunt ahead of time, The Altos actually won the competition at the end. However, Sticky finally confesses that he helped them cheat causing The Altos to be disqualified.
  • Cool and Unusual Punishment: The Altos are punished at the end of episode by being forced to taste Proud Snacks.
  • Eviler than Thou: The Altos are basically the Gross Sisters without any redeeming qualities. They're willing to steal from anybody while the Gross Sisters limit themselves to Penny and her friends. It comes to the point where even the Gross Sisters were willing to defend Sticky from them!
  • Exact Words: When Punch said that The Altos steal from everybody, they mean everybody including Wizard Kelly!
  • Gang of Bullies: Like with the Gross Sisters, The Altos consists of three members who all bully other kids and cheat in contests.
  • Punny Name: Played with. Oscar jokes about Punch's last name being "Bag" but Punch corrects him saying it's "You Out."
  • Shout-Out: The Altos were a very obvious riff on The Sopranos back when it was still on the air.
  • The Voiceless: Averted a bit. Stomp and Slapmaster only talk whenever the group says "We're The Altos!" but besides that, they don't really have any lines with Punch doing all of the talking.

    Bethany Jones
Voiced by: Shar Jackson

Dijonay's much older cousin.

  • Alpha Bitch: She has qualities of them such as being shallow and looking down on people she doesn’t consider "cool." She didn’t start hanging out with her own cousin, Penny and her friends until they became popular from winning the Hip Hop Helicopter competition. She also looked down on the Change Triplets for being geeky.
  • Female Misogynist: She seems to base other girls' self worth on the attention they get from older boys. This like basically sums it:
Bethany: Okay, when they're (the older boys) not looking at you is when you need to be worried.
  • Hate Sink: Bethany is basically a mix of Dijonay and LaCienega, but without any of their good qualities.
  • Jerkass: Bethany is just a rude and unpleasant person. She even mistreats her own cousin sometimes (apparently treating your allies terribly runs in the family). A scene that shows this perfectly was when she kicked her own cousin and her friends out of her car (while they were on the way to the hip-hop helicopter studio) because she wanted to pick up her other friends.
  • Lack of Empathy: She apathetically tells the girls to "grow up" when they complain to her about how uncomfortable they are with the male attention they get at the party.
  • Not So Above It All: Even she can't help but be taken aback by Oscar's behavior when first meeting him.
  • Toxic Friend Influence: More of "toxic cousin influence." Bethany had no issues convincing Penny, her cousin, and her friends to deliberately disobey their parents. Between this and having parents who are outright neglectful, that would certainly go a long way explaining Dijonay’s some of selfish and irresponsible behavior.

    Kwok Wong
https://static.tvtropes.org/pmwiki/pub/images/b1dba321_6f62_46d8_b2fc_72b97bf96fef.jpeg
Voiced by: Dante Basco

One of Penny’s classmates (and one of her many Love Interests) who was her leading man in the school’s production of Romeo and Juliet. He is also good at beat poetry.

  • Arranged Marriage: Was in one in his debut episode due to a tradition of where his parents were from in China. It’s ultimately called off by the end of the episode, though, due to the fact that he and his bride-to-be couldn’t stand each other.

    Agatha Ordinario
Voiced by: Erica Rivera

A student at Penny's school whose plain face hides a beautiful singing voice.

  • Beautiful Singing Voice: Despite her plain, nerdy appearance, she's a very talented singer. She can sing so beautifully that, during the Tween Idol finals, she moves normally Caustic Critic Percival to Manly Tears.
  • Geek Physique: Similar to Zoey she has a very lanky figure with a long neck.
  • Gonk: She is rather homely, so Oscar doesn't want her to win, and Wizard Kelly rigs the contest so that Agatha loses to the more conventionally pretty LaCieniga.
  • Meaningful Name: Her last name, Ordinario, refers to her plain looks. However, once she sings, it becomes an Ironic Name, as her talent is anything but ordinary.
  • Nerd Glasses: It goes well with her plain face.
  • Pubescent Braces: She wears braces as part of her Hollywood Homely look.
  • Signature Sound Effect: There’s an audible squishing noise whenever she walks, potentially to make her seem unattractive.

    Sunny Stevens
https://static.tvtropes.org/pmwiki/pub/images/download_822.jpeg
Oh no you didn't!
Voiced By: Gabrielle Union

An actress from Penny's favorite show "Iesha".

  • Freudian Excuse: The reason why Sunny's attitude wasn't the best is because she was fed up with the issues she was dealing with by being famous.
  • Friendless Background: While crying in the trailer, she talks about how hard it is for her to make friends because some people think she’s already above them.
  • Girlish Pigtails: Her character Iesha has these.
  • I Just Want to Be Normal: As it turns out, Iesha isn't simply being a diva when her show returns. She's actually unhappy because she wanted the show to be cancelled so she could have a normal life for once.
  • I Just Want to Have Friends: Sunny admits to having difficulties making friends because the people she tries to befriend think she’s too good for them.
  • Jerk with a Heart of Gold: Sunny comes off as abrasive and a diva at first, but she shows a softer side later in the episode. While she’s upset with Penny for cutting her vacation short, she also acknowledged how much of a good fan Penny was and she said she didn’t want to let Penny down.
  • Lonely at the Top: As mentioned in the Friendless Background entry, Sunny admits to having issues making friends due to her celebrity lifestyle.
  • Nice Character, Mean Actor: Sunny Stevens is a mild version of this. Her character of Iesha is viewed as a positive role model, especially by Penny, but she's an abrasive diva in real life. Downplayed in that she's more of a Jerk with a Heart of Gold who is just sour because of how badly her fame impacted her ability to make friends.

    Chester The Duck
Voiced By: Billy West

A duck that Penny rescued in "Psycho Duck" and ends up living up to the episode's title name.

  • Attention Whore: Only wants Penny's attention to himself which is why he drives away her friends despite Penny being very upset with him.
  • Ax-Crazy: Chester constantly flips out on people for little to no reason. Especially if they come close to Penny. There is a reason he's referred to as "Psycho Duck", and he makes even Donald Duck look tame by comparison.
  • Berserk Button: Chester will beat up anyone that gets even close to Penny. Even if they aren't doing her any harm. Also, Oscar himself has become this to Chester.
  • Bitch in Sheep's Clothing: This is sorta played with. Chester only acts nice around Penny but is openly hostile toward her friends and family.
    • The episode also pulls a Bait-and-Switch with everyone's opinion of him. It intially seems like Oscar is the only who notices his real personality. Then it turns out everyone was aware of how evil Chester was...Oscar's just the only one stupid enough not to play dumb to avoid getting attacked.
  • Curbstomp Battle: Anyone that dares to fight Chester will be in the receiving end of this. Even the Gross Sisters!
  • The Dreaded: Quickly becomes this to anyone that isn't named "Penny." And even then just barely.
  • Hair-Trigger Temper: He has a temper that rivals Donald Duck‘s, but is way worse.
  • Jerkass: A very unpleasant duck that uses fear and intimidation to get what he wants.
  • Karma Houdini: He got away with being very unpleasant to the Prouds.
  • Rich Bitch: Turns out, Chester's owner is very rich which most likely explains Chester's self-centered behavior.
  • Spoiled Brat: Chester certainly acts this way as he lashes out whenever he doesn't get what he wants. Hell, Penny not allowing him to go to school with her (since, obviously, they don't allow ducks or other wild animals) is what caused him to become even more bitter and take over the Proud residence. When it's later revealed that Chester's owner is very rich, it all makes sense as Chester is most likely spoiled by his owner every day.
  • Super Drowning Skills: Despite being a duck, Chester can't swim. This is how Oscar and the others manage to get rid of him by leaving him stranded on a raft in the middle of a lake.
  • Toothy Bird: Has incredibly sharp teeth for a duck.
  • Trademark Favorite Food: Loves worms to the point that, according to Trudy, they're the only thing that calms him down (and watching cartoons).
  • Would Hit a Girl: Chester easily thrashes the Gross Sisters when Nubia threatened Penny. And it's pretty clear he'll hurt other girls as well.

Dr. Marcus Garvey Carver II (MOVIE SPOILERS)
Voiced By: Arsenio Hall

Great-Grandson of George Washington Carver who experiments in peanuts. Even managing to create clones from peanuts, including one of himself.

Tropes applying to the original Dr. Carver

  • Catchphrase: He often likes to say in a sing-song tone "My name is Carver!".
  • Good All Along: Dr. Carver turns out to be this, with the one trying to take over the world being an evil clone pretending to be the original.
  • Historical Character's Fictional Relative: He's the great-grandson of George Washington Carver, who in real-life never married or had children.
  • Walking Spoiler: It's hard to discuss him without knowing that his clone is the real Big Bad instead of the real Dr. Carver who is good.

Tropes applying to the clone Dr. Carver

  • Adorable Evil Minions: Subverted that they are not evil and only following his orders. After the clone has been stopped, the rest of the Genomes apart from Wally and Cashew went back to following the real Dr. Carver
  • Big Bad: He, the clone, is the main antagonist of The Movie.
  • Body Horror: Clone!Dr. Carver became evil after getting burned from being out in the sun for too long. Once he reveals himself to the world, he takes off his fake mask to reveal his burnt figure.
  • Cool and Unusual Punishment: When trying to torture Oscar to giving him the formula, two of the punishments involve brushing Oscar's teeth and forcing him to watch an episode of Thingy.
  • Disney Villain Death: Clone!Dr. Carver falls off the blimp and falls into the ocean but not before getting hit by the Peanut Liquification Gas and turning back into a peanut. So he won't be coming back from that.
  • Evil Doppelgänger: Not only is this Dr. Carver an evil clone, he made clones out of the Proud Family to retrieve Oscar's formula.
  • Foreshadowing: His Running Gag is having to fix his nose by putting it back to place. Hinting that he's not the real Dr. Carver.
  • Mad Scientist: He plans to create an army of Super-Genomes to take over the world but needs the formula from Oscar to make them everlasting and multiplying. This trope is averted with the real Dr. Carver.
  • Take Over the World: He will use an army of Super-Genomes to do so to get back at the world for rejecting his mind. The real Dr. Carver helps the Proud Family to put a stop to his plan.

     Fifteen Cent
Voiced by: Omarion Grandberry
Introduced in The Proud Family Movie, Fifteen Cent is a famous young rapper who becomes Penny's one-time date.
  • Nice Guy: While he seems like a punk rapper at first glance, he's actually a pretty charming, polite, and friendly young man who respects how Penny looks after her friends and family.
  • Put on a Bus: Doesn't appear after the movie. A relationship between him and Penny likely wouldn't have worked out anyway due to his busy life as a celebrity.
