Quirk: Whale
The leader of the Wild Villains, a dangerous villain who wants to dominate mankind. His Quirk is "Whale", which allows him to turn into a giant whale, and it's believed that he uses a special helmet to contain his Quirk in normal times.
- Animorphism: His Quirk allows him to turn into a giant whale... with arms and legs.
- Badass Longcoat: He sports a white one, even in his whale form.
- Body Horror: The left side of his face is black, grotesque, and whale-like. He also keeps his arms and legs in his whale form, which is very disturbing to look at.
- Nightmare Face: He does not look pleasant under his mask, due to the left side of his face being very whale-like.
- Red Eyes, Take Warning: His eyes are red, and they glow in his whale form.
- Power Limiter: His mask contains his Quirk outside of battle.
- Transplant: Of Isana, a villain from Kōhei Horikoshi's previous work, Oumagadoki Doubutsuen.
- Two-Faced: The right of his looks normal, and his left side that the mask covers is black and grotesque.

Quirk: Cleaning
A zookeeper that was brainwashed by Curator. Her Quirk is "Cleaning", which lets her clean anything she brushes.
- Adaptational Villainy: She's clearly based off of Hana Aoi, who was a heroic character in Oumagadoki Doubutsuen, yet she's a villain here. It's subverted though, as she was brainwashed into villainy.
- Brainwashed and Crazy: The Curator brainwashed her into assisting him in his evil actions.
- Cleanup Crew: The Curator uses her to clean up blood stains and fingerprints from their crime scenes.
- Friend to All Living Things: She was a zookeeper who loved animals before she was brainwashed.
- Nice Girl: Before she was brainwashed.
- Transplant: Of Hana Aoi, the protagonist from Kōhei Horikoshi's previous work, Oumagadoki Doubutsuen. Essentially a villainous Palette Swap of her.
- White Hair, Black Heart: She's a villain with white hair. Subverted, as she was brainwashed into villainy.

Quirk: Brown Bear
Curator's companion. His Quirk, "Brown Bear", gives him the power and claws of a bear, letting him easily destroy anyone with just one hit.
- Absurdly Sharp Claws: Thanks to his Quirk, he has them.
- Animal-Themed Superbeing: He has a bear-like body, with matching strength.
- Bears Are Bad News: He's a bear themed villain with a knack for destruction.

The Volcano Thieves
Maguma Iwata — Volcano

The leader of the Volcano Thieves. His Quirk, "Eruption", allows him to burn his fat to produce a lava-like substance as hot as magma. His right hand can scatter a wide range of magma, and his left hand can extrude lava lasers.
- Arm Cannon: He has one that allows him to fire his lava farther.
- Energy Weapon: He can shoot lava lasers out of his left hand.
- Fiery Redhead: Obviously, it's the only color that would fit him.
- Hand Blast: He can shoot a "lava laser" from his left hand.
- Hot-Blooded: Fittingly, for a guy with a lava-based Quirk.
- Magma Man: His Quirk allows him to burn his fat to produce a lava-like substance.
- Meaningful Name: His surname contains the kanji for "rock/boulder."
- Punny Name: His given name sounds like the Engrish pronunciation of "magma."
- Required Secondary Powers: Zig-Zagged. He can withstand the heat to a degree, but not entirely. The pores on his shoulder device and his mask, which has a mercury thermometer in the middle of it, help him regulate his body temperature. He also needs heat-resistant shoes to walk on his own lava.
Konako Haizono — Dusty Ash

Quirk: Dust
A member of the Volcano Thieves. Her Quirk, "Dust", allows her to create ash-like dust from her body, that she often uses as a distraction. Her skin will become dry and rough if she overuses her Quirk.
- A Handful for an Eye: She uses her Quirk to distract others by throwing dust at their eyes, nose, and mouth.
- Male Gaze: Her position in promotional material is one that shows of her "assets".
- Meaningful Name: Her surname contains the kanji for "ashes" and her given names contains the kanji for "dust."
- Ms. Fanservice: Her outfit leaves little to the imagination.
- Required Secondary Powers: Subverted. She needs to wear a dust-proof mask because her ash can interfere with her as well.
- Shameless Fanservice Girl: Implied to be this.
- Stock Ninja Weaponry: Her weapon is a club that looks like a ninjato.

Tsumuji Kazetani — Gast Boy

A member of the Volcano Thieves. His Quirk, "Fan" allows him to create winds by spinning his wrist, but he can only use it for a maximum of 1 minute, otherwise, he'll get tenosynovitis.
- Astonishingly Appropriate Appearance: His head is shaped like a hair dryer, and his hair looks like an electric fan.
- Body Horror: He looks very... not normal. His head is shaped like a hair dryer, which just looks creepy, and his fingers are flat and lanky.
- Blow You Away: His Quirk allow him to make winds using his hands.
- Goggles Do Nothing: Subverted. His goggles protect his eyes during combat.
- Hour of Power: He can only use his Quirk for a minute, Otherwise he'll get tenosynovitis.
- Meaningful Name: "Tsumuji" means "rotation," and his surname contains the kanji for "wind."

A dancer villain that attacks Honnei City. He loves the attention he brings with his moves and his Quirk allows him to attack with his music notes.
- Afro Asskicker: He has an afro and is not afraid to fight the player when pushed.
- Attention Whore: He loves drawing attention to himself and it's likely the reason why he even became a Villain.
- Cowardly Boss: He doesn't want to get arrested, so often bolts from the scene after taking some damage, thus forcing the player to chase after him.
Thug & Rascal

Quirk: None
Two Quirkless thugs that serve as some of the reoccurring minor enemies of the game. Thug usually wields clubs, Rascal specializes in firearms.
- Fat Bastard: Both of them are quite on the hefty side, and both are often on the side of bad news.
- Mooks: They're often reoccurring, easy, enemies for the player to quickly beat compared to the actual bosses of the game.
White Blade

Quirk: Unknown
A ninja-esque villain that serves as minor reoccurring enemies of the games. Attacks the player by throwing knives at them.
- Elite Mook: White Blade is a slightly stronger variation of Sharp Blade.
Scavenger

Quirk: Hammer Control
A large rotund man in a purple jumpsuit that wields a giant yellow sledgehammer. His Quirk 'Hammer Control' allows him to efficiently use his sledgehammer like a professional. A game original boss.

Takes money by whatever means necessary, not leaving a single coin behind. Notably, he doesn't have a Quirk and compensates by using small-time explosives and his own stolen goods. A game original boss.
- Badass Normal: He's a Quirkless boss, yet he's stronger than most Quirk users in a game with just weak explosive and a bag full of money to his name.
- Made of Iron: A Quirkless boss that, depending on your choices fighting the likes of Deku or All Might himself and is able to hold out a lot more than most minor, Quirk using, enemies in the game.
- Stock Money Bag: His ill-gotten goods and his own method of attack as well.
- Weak, but Skilled: Quirkless, yet is able to hold his own in combat against Heroes and/or Villains he goes up against.
