To my understanding, a Complete Monster is a villain with no redeeming or sympathetic qualities whatsoever. While Simon was definitely Beyond Redemption thanks to his refusal to accept that he was wrong about the purpose of the numbers and the train, he was portrayed with some redeeming traits (such as his genuine friendship with Grace) and sympathetic moments (such as how he was accidentally abandoned by The Cat when he was 10), even if they ended up adding up to nothing in the end.

So, is Simon eligible to be a Complete Monster? I ask cuz he was pretty dark even by the show’s standards.
