Wouldn't apply anyway. An Author's Saving Throw is supposed to be in response to backlash. This was clearly the plan all along (it was the next freaking issue), so it's misuse.

I have become evil, but once I, too, was good...When the first came out, they were really gung-ho about saying that Cap has always been undercover Hydra, so I'm inclined to think the reveal that there's an outside force making Cap Hydra in the comic is either a reversal of that, or a Lying Creator.

Edited by KingZealOf course they're gung-ho about it. They're trying to sell comic books. Ending on a cliffhanger and explaining it immediately afterwards would be incredibly dumb.
And it just sounds unlikely that they're not already working on next month's issue before this one comes out. Or even done. Comic books take time, and they're done by a bunch of people. People who generally can't work at the same time. The colorer can't color until the inker is done. The inker can't ink until the artist is done. The artist can't draw until the writer is done. And they need to get the whole she-bang to the printers in time.

Steve Rogers #3 and #4 just got announced as delayed by 3-4 weeks each though.

I have become evil, but once I, too, was good...I mean, I know where you're coming from that comics are made with some months in advance, but it's also not uncommon for editorial changes that forces redraws and script changes.
Some years ago, a Justice League story had to be modified at the last minute after it turns out that Batman could not be part of the story, so script changes and new pages had to be done to fix that — again, this came from editorial.
So even though the Cap story was planned ahead of time, it's not that out of the question that edits could be made to #2 before printing, if only to fix some pages (rather than the whole issue). The delays to issue 3 and 4 support this possibility (though does not confirm it).

Author's Saving Throw: Captain America turning HYDRA?! Say it ain't so! As it turns out, Captain America: Steve Rogers #2 reveals that Cap became HYDRA-sympathetic because of Kobik back during Avengers Standoff - the Cosmic Cube that became Kobik was made by the Red Skull and indoctrined by him to make people into HYDRA through its power. She made Cap HYDRA-sympathetic because that's what she, as a Skull-made weapon, thought would make him happy along with the restoration of his youth and powers.
