Hmm. Quite a lot of these are only really "idiotic" because of jarring Retcons that changed the context of the events in hindsight. Clearly when Itachi and Kisame first appeared and tried to capture Naruto, Kishimoto had no idea that the real power behind Akatsuki was a borderline Physical God who had been running a long-term evil plan ever since before Naruto's birth and could have nicked him out of Konoha at the drop of a hat. Pretty much everything relating to Itachi (most notably him being Good All Along) was also pretty obviously a retcon, which means it's not that his actions during the massacre were idiotic as such, just that the writing that changed the context was idiotic instead. There's a lot of stuff here that made sense when it was written which only becomes idiotic in hindsight when Kishimoto started creating entire swathes of new backstory out of nowhere later in the manga.

Which doesn't exacly change the fact that in full context these decisions were dumb. Retcon or not if in new situation the old decision is stupid the trope still aplies.

Lord Herobrine thinks that what we'd actually expect would be exactly how the villagers would react. If some mass murderer went around beheading half of your family for no apparent reason, and then the leader of the village who you looked up to was part of the body count, THEN you discover that the murderer lives on?
All this AND considering the "Kill or be killed/Revenge/Hate" cycle that permeates every. Single. FACET of all of life and media, wouldn't you wanna gut the murderer too?

Kay. Not sure what you're saying should've been done here, then. And I think the Fourth underestimated how much the people would hate the vessel, or at least how much they would consider the vessel the same as the kyuubi.
