You see, this trope isn't actually about characters literally saying "you can panic now", but rather about scaremongering. This kind of confusion is the reason why I think this trope is (over)due for a rename.

Its current name makes it far too easy for inexperienced tropers to erroneously assume that it refers to a specific type of subversion of This Is No Time to Panic, to the point where half the examples on the page seem to have very little to do with the actual trope. Perhaps something like Media Scare? Or Scaremongering Media?

Does anyone know how this trope got its name? It's quite vague, reads like a stock phrase, and seems like a reference to something, possibly a particularly severe case of Trope-Namer Syndrome.
