Doesn't J. Jonah Jameson Zig-zag the Jerkass Has a Point trope? I mean, he does bring up valid points, but he also undermines them repeatedly. He says Spider-Man should join the police force, but earlier in the game, he asked a caller how many cops were on Wilson Fisk's payroll. If Spidey were to unmask and become a cop, those dirty cops would instantly make him a target. His refusal to accept accountability for creating Scorpion also undermines his stated goal of "holding Spider-Man accountable."
