I would argue that Delsin falls under the Weak, but Skilled trope, rather than the Unskilled, but Strong one. Compared to Cole, he has a smaller variety of powers at any given time, can use fewer of his strongest powers before having to restock, and his attacks are usually concussive in nature (barring a headshot with Neon). However, he can switch powers on the fly, making him more adaptable, and he has better evasive maneuvers.
And Fetch and Eugene have years of experience and are obviously much more powerful than Delsin, but Delsin is much better at fighting strategically, using cover, and using the environment to fight.
