These ones are actually tricky. AFAIK the basic chibis DO exist, but they haven't been finished by Himaruya himself and they served as "basis" for these fanmade chibis that were put there by mistake.
I also recall that there were some other veeeeery early sketches representing the other four Nyotalia Nordics (Finland, Iceland, Denmark and Norway), but I could be wrong. Could someone else confirm it, if possible?
I have now problem with adding anything as long as there's links to it. We already had problems with this in the past and in general I prefer to be cautious.

So the general rule here is that we wait for the final draft of the chibi sketches to come out instead of using the rough ones as a placement?
Is not a rule, is more like a suggestion, if Himaruya release finished versions that differ with those we can still put them in the What Could Have Been entry. Mostly is because they're very, very rough sketches, but if you really want to put them in again I'm not going to object just for that.
I know it's kind of random, but...is Fem!Finland a Pettanko? I know this show takes Artistic License for some things, but having lived in a town with a large Finnish population, I can tell you that Finns are not known for their tracts of land.

It's not about whose people are known for their tracts of land, eg Ukraine is large because it was known as an agricultural land.

Hm... I thin it should be enough to post the images alongside the "canon" ones. We have no real leads to know how different they are, personality wise.
Is it me or does female!Russia look like a kinder, gentler female!Belarus? Both have long hair and could go "evil" at any moment.
Also, has anyone suggested to Himaruya-san a possibility for a "mirror/gender-bent universe" alternative story sequence? One wonder what might happen if North Italy tried to counter one of America's far-fetched schemes and that was the result.
Or what might happen if female!North Italy tried "hug therapy" on female!Russia. Would she melt? One wonders if she'd say "That's the first time anyone ever did that for me" to female!North Italy.

They're official, not fan-made, and the proof is here: http://community.livejournal.com/hetalia/10628563.html#cutid1 Therefore, there's absolutely NO reason for them to be deleted. (Other than either a misunderstanding or pure butthurt)
I think it was a misunderstanding, since the designs where barely release and there was a lot of fan speculation about them. If I see them edit again or detect vandalism I'll do something, but for now, let's just think the best.
Where did the pictures for Fem ! Turkey, Greece and Egypt came from? I don't see them in the author's blog.
