If it's just while they're on a bicycle, scooter, skateboard, etc., then it's Invoked Fantasy Helmet Enforcement.
If you really mean everywhere everywhere, not too sure.

Well, the extreme version is Bubble Boy...
I do some cleanup and then I enjoy shows you probably think are cringe.
A child has to wear safety gear everywhere, usually a helmet, on the insistence of My Beloved Smother.
