"Not punished enough" =/= Karma Houdini. To be a Karma Houdini, the character has to totally escape any consequences.
It's not YMMV, so it doesn't matter if people think the character wasn't punished enough.
Considering how he got ostracized by the Teen Titans in that episode for his demeanor toward Starfire (especially by Cyborg), I would say no, it doesn't count as an example.

Was Val-Yor a Karma Houdini for his behavior towards Starfire and not changing his views at all? Yeah, he injured his left arm but that wasn't enough.
P.S. Don't show me a picture nor video of him as I REALLY hate the character.
