Yeah, AFAIK the only time it's okay to skip the thread-discussion is if a trope was voted to be NRLEP in the TLP stage- and that's still a consensus.

NRLEP decisions can also be made via TRS in addition to the cleanup thread, though I'm positive that's never the only reason for bringing a trope to TRS (due to the thread's existence).

nendroid has added tropes to No Real Life Examples, Please! without discussion a few times, even though there is a warning on that page not to add or remove items arbitrarily. This has happened here

I have removed arbitrary additions with the edit reason saying not to add items without discussion, but he doesn't seem to get that.
By the way, does this fall under "Disregarding moderator instructions or article comments" in What to Do If You Are Suspended?
And sorry about the links not leading to the edits. There seems to be a problem when linking edits from a long time ago in the history. But all the edits except the first one happened on August 14, 2019.
