Because it is or was supposed to be a self-demonstrating article; in the past whenever someome created a circular redirect they'd receive a warning page.

Seeing that Main.Circular Redirect is the self-demonstrating page, can Administrivia.Circular Redirect be safely indexed now?
If Main/ is self-demonstrating and Administrivia/ is an actual explanation for what they are, then maybe indexing the latter would be a good idea.

I put in a request in the locked pages edit requests thread — it's indexed now.
Why is Administrivia.Circular Redirect not indexed? I see it's listed on Administrivia, but the index tags specifically exclude it.
