(But basically, Zero-Context Example is not reflective of the site now, and Tips for Editing and Wiki Magic both claim a page can be made in Main/ with no TLP)

hm. this smells like a systemic issue. do we need an Administrivia cleanup thread? would such a thing be permitted?

It's already on Administrivia...? In that one's case, all that really should be done is replace the word "create" with "request" in the intro and header. Step 1 is still correct.
Only Main/ pages require posting in that thread or going to TLP to create, so people can still make work page redirects.

The issue is, the page doesn't ever say you can't make a Main/ redirect that way.

Creating New Redirects says that to create a redirect, all you have to do is create a new page with the redirect markup on it. however, there's been a policy change, and now redirects have to be requested in the edit locked thread on the fora. indeed, any attempt to create a page that doesn't exist now redirects to TLP, even manually typing it in the address bar. the page should be updated to reflect the new policy.
e: also, this is another page that's in the Main/ namespace that should really be in Administrivia/ .
