It doesn't have to be. Genetic Engineering Is the New Nuke is just the equivalent of I Love Nuclear Power or Toxic Waste Can Do Anything or Nanomachines, the new science becoming popular as a form of Phlebotinum.

Kind of sounds like some egregious Artistic License – Pharmacology, Biology, and Chemistry here, too: Fentanyl is a single synthetic chemical, Cannabis is a general name psychoactives derived from plants of the Cannabis genus.

I don't normally care much about the artistic license tropes, but in this case it's like saying you used genetic engineering to combine water with apples.
