How to Pick a Good Image says quality upgrades are a free action, but I'm not sure this includes cropping. Also, can we get an English version of the panel instead of just having the English translation in the caption?

In this case, the bottom part of Skirts and Ladders' image is just an On the Next paragraph, so it has nothing to do with the trope.
