That can be a consequence of Protection from Editors. If it's deliberate, it might be a Strange-Syntax Speaker or other Stylistic Suck. But if it's just a case where sloppy grammar appears due to the writer and editors messing up, then it's not really a trope, because it's an error rather than the intentional use of a writing convention.

As Strange-Syntax Speaker demonstrates: One could note that English, being a strange tongue endowed with turns of phrase and grammar rules of a nature contradictory by its many parent languages, numerous unconventional syntax options has, which are technically not incorrect.
