Glowing Eyes of Doom is most likely what you're looking for, or Red Eyes, Take Warning. There's also Glowing Eyelights of Undeath for undead characters and Glowing Mechanical Eyes for robotic characters.

There's also Scary Shiny Glasses.
He's such an adorable little menace. Even his damage sound is cute. "Pooks!"
Is there a trope where villains sometimes display shiny or bright eyes? Like so bright you can't even see their eyeball.
