One effect of This Is a Wiki is that pages are never 'finished' and frozen.
Until you edited it, the comment read "Please check [the thread] before making significant changes" - it wasn't a requirement that NO examples can be added without thread approval.
(If we wanted to take that approach, we'd just lock the page)
If someone is adding valid new examples, that's fine.
If it's agenda-based editing or they're adding back the same examples cut as misuse by the cleanup, it's not - and we have several cleanup threads for that (ROCEJ, agenda-based editing on bigoted works, the specific Victoria cleanup thread).
My recommendation would be to take it to the cleanup threads and discuss specifics.

For what its worth, we have tried to take it to the cleanup. They've been ignoring us.
Current Project: Incorruptible Pure Pureness~Mrph1 yeah, I know that's the rules. But they were adding the same examples that were cut in the cleanup thread as misuse and they never even looked in the linked cleanup thread so I thought that my edit would at least get their attention. Any chance of reverting their (and mine, with that line in the notice) edits? If those are reverted, I'll close this thread as resolved.

Troper Axe 23 has been busy re-adding tropes to Literature/Victoria page that were removed in the cleanup thread without going through the cleanup thread first. What should be done about that?

Now, I know that normally it is the opposite rule here, if you see a trope on a page (say Knight in Shining Armor ) mentioning a work, you should go to the work page and add an example to it. That is normal crosswicking. The issue here is that there was a clean-up of the work page but wick cleaning of the other pages was never completed (https://tvtropes.org/pmwiki/posts.php?discussion=16063931900A23789400&page=7#comment-161 ) after sandbox swap.
You can recognize the cleaned up wicks on the other pages because they point to Literature/Victoria instead of towards Victoria: A Novel of 4th Generation War and they should be deleted and not crosswicked back to the main work page.
