I have heard a few times that 12 full-fledges examples tend to be the minimum for a good draft to be launched. Of course, the more, the better.
That, and at least 24 securable wicks (you'd have 12 by crosswicking the examples, so you should get the other half with indexes, linking from articles on related tropes, a link from the Laconic, etc.)

Here there be cats.10 is the official minimum, but in order to make sure the trope has enough momentum when it's launched, 20-25 is generally a good rule of thumb.
As for "reasonable timeframe," it's generally just used to mean that the TLP has been active and lively for some time when it's launched. There's no problem with reviving an old proposal, but it's bad taste to necro an old one and then launch it immediately.
Well, that and if a draft is there for a decade and can only scrounge up 10 examples in that time, it probably won't grow much in the future.
Currently Working On: Incorruptible Pure Pureness20 to 25 examples sound like a good number of examples. And I'll keep in mind both of those advices. Thanks.

I'm never sure how many examples a draft ought to have to be ready for launching —provided its description and scope have been green-lighted. I'm not asking for a hard number but an acceptable interval would be useful.
