Unless you mean that it hasn't been confirmed whether or not she has the will of D. In that case, I don't know what to tell you. She just doesn't have a D in her name.
To add to the list of counter-examples, Shanks doesn't have will of D. Ace, Garp and Dragon don't have the king's haki. The latter two are arguable, but I'm pretty certain Ace would have used it by now if he had it.

So many D.'s have it? The only D. who's been confirmed to have it is Luffy. And only other ones who it seems likely would have it are Roger and Dragon.

Disastrous if it dissolves the combat into spirit particles/ki-style power level nonsense that throws all the interesting Devil Fruits out the window, and a lifesaver if can put a stop to that annoying Logia hax of some of the admirals.

It could be something as simple as an ability to do an enemy-freezing Kiai,coupled with Beyond the Impossible willpower. Now if he applies his usual creativity in applying his powers,it could well be an extra power. Inflate lungs like balloons + kiai = paralyze everyone within earshot.
Reality is that which, when you stop believing in it, doesn't go away.not everyone, remember, it will only knock out weak-willed and/or physically weak people. Also, it seems depending on how strong you or your technique is, you can hit a logia user. Marco did it against Kizaru.

The sad, REAL American dichotomyA simple fact that might have been overlooked: What if the people who are saying the "Will of D." is the Overlord Haki have it backwards? The Overlord Haki is the "Will of D.", a nickname created because D's are simply the most frequently seen bearers of it. Some, like Robin, only know the "Will" name, while others like Hancock know the "proper" name while yet others like Whitebeard know both.
though that's only if all cases of Will of D overlap with King's Haki. it could even be possible that some of them had it, but didn't use it before they died. Unfortunately, that chapter raises more questions than it answeres.
