Yep! The franchise as a whole is a large and sprawling series about Japanese delinquents, most of which were never translated. River City Ransom specifically was the Americanization of one of the NES games.
Also, while people wait for River City Girls, can I recommend The Friends of Ringo Ishikawa? It's a Kunio-inspired indie about one delinquent's last year of high school. So you could hit the books and be a straight A student by day and a wandering turf-warrior by night. Or you could cut class, beat up kids for their lunch money and aggro every gang in the city against you.
What makes it so good is all of the secret things that you can find to do. Which is all of them, because the game hides so much info from you. You can get a cat, get two (or three?) part time jobs, find a personal trainer, join a club, train at the gym, find a girlfriend.... and that's just the stuff that I know how to trigger, there's other stuff too.
I watched that trailer, and one of the regular enemies looks like an Expy of King or Tiger Mask.
Also repeating the question here since it wasn't answered last time, who're Hibari, Noize, Kaori, Mihoko, and Yoko? Are they new characters?

The storm has now resided, the wolf now rests.I've read it's really good for a Kunio-Kun game. Better than average, so maybe? From what I've seen of RCR Girls it's kind of more of the same fundamentally so you might be setting yourself up for a bit of disappointment if you start with Showdown.

BTW, I've been wondering if maybe we should revamp the main page for the franchise? I'm almost certain it's actually Jill Harris as Kyoko. But hopefully they'll have proper credits when the game comes out.

The thread says a month long preorder is opening on August 30th but wouldn't that mean it comes out at the end of September? But again, the thread doesn't list an actual release date either way.

Misako sounds like she fights in the same way Agent Carter or Miss Tatsu do.
