Yeah, I don't think any of these examples count. Bearing in mind that Cool Cat is intended to be children's media, it sounds like a tremendous stretch to say that any of the characters not wearing masks — which is basically just being unhygienic as per a typical Disease-Prevention Aesop — is political/partisan in nature. It's not any more different than kids being brats who don't wash their hands or clean their face after eating.
As for implying that Cool Cat is apparently misogynist and Dirty Dog is racist... come on.

I wouldn't say not wearing masks is politically incorrect per say. Expressing certain opinions on COVID is though. In my experience people usually use the term politically incorrect to mean things that they aren't supposed to say. The textbook example used to be words like fireman or postman. Now it is words like woman.
Dunno what you're going on about, nobody considers "woman" some sort of dirty word. But I digress.

In praxis of the narrative, the work isn't saying anything more "political" than "wash your hands so you don't pass germs" and having a character defying that isn't some kind of moral commentary on partisan behavior — it's just showing a bad guy in a shallow movie made for kids.

No political implications are intended, just basic lessons like "follow COVID guidelines" and "don't bring guns to school".
Now it's true that even COVID has become political, but that's more because of the sheer polarization of modern politics; it just so happens that the sort of people who often fought against COVID guidelines were also politically conservative, at least in general terms.
