Most likely location-based expies would be a Shout-Out, I feel. So I guess it's possible, but I think it'd be done as an intentional reference more than anything.

No Communities Were Harmed would be the appropriate trope, but that's stand-ins for real-life locations.

Expy is for when a character is clearly modeled off of a previous one. Does this trope also apply to fictional locations? Could a school be an Expy of Hogwarts or a creepy town be an Expy of Innsmouth?
