It is true that Empire being human only in Original Trilogy was probably due to budged, EU writers however turned it into a part of worldbuilding. They also estabilished that they are willing to make exceptions for individuals like Inguisitors, Thrawn or this person.

One of the Tactical Droids refused to shut down because it realized that the war was still quite winnable (or perhaps even that they were winning) and assumed the order was some kind of trick.

At this point, it’s probably best to recontextualize it as it having been 1000 years since there was a war so large that it engulfed the entire galaxy, a la it having been decades since there’s been a World War, but there’s been scores of smaller scale proxy or ideological wars in the time since.
