yeyWell he's voiced by Troy Baker, so not exactly sure what you mean by "clear accent." In my experience (studying in Xi'an & time in Hong Kong for visa purposes), Chinese people who actually study and practice English everyday tend to have what I would call a "clear" accent. And considering Hong Kong belonged to Britain for nearly a century and has what seemed like everything written in English... yeah.
