He frequently interferes in other peoples lives with no regard for the consequences of his actions. He assists known anti-government terrorists and frequently clashes with local police. He never pays his rent and preys on an old woman to make sure he won't become homeless. He has naturally wavy hair and picks his nose. He is a war criminal. He constantly abuses, both physically and mentally, the woman who loves him. He has a gluttonous sweet-tooth. He has naturally wavy hair. He is trying to murder one of his oldest comrades who simply wants to avenge their former teacher. He often beats people with his wooden sword and also frequently makes obscene penis related puns. He once entered another man's lawful establishment, attacked his employees and subordinates, destroyed his property, and ultimately played the pivotal role in this man's death. He has on several occasions caused the most powerful man in the country to cry because of the way he treated him. He has naturally wavy hair. He has committed multiple hit-and-run accidents on his mopehead. He continually steals ideas and content from others and presents it as his own unique ideas. A Manipulative Bastard who betrays his father and his country, becoming a terrorist. He knowingly subjects his best friend to a Fate Worse than Death to save himself, then later tried repeatedly to kill that friend. He causes the death of the father of the woman he loves, then wipes her memory when she finds out. Then, he shamelessly manipulates his foster brother into fighting on the front lines for him, before betraying his own organization and causing the death of said brother. He also denied the dearest wish of his closest companion. He then kills his parents, before taking over the world, making everyone miserable, and organizing his own death in such a way that the rest of history will proceed exactly as he wants

A benevolent Chessmaster discovers him, and finds a way to allow him to be of service to his country, but the headstrong idiot refuses, and attempts repeatedly to murder the chessmaster's children and overthrow the country. He then denies his enemy the knowledge he sought and reinstates a cruel and unjust deity that the chessmaster had brought down, who then takes horrible, horrible revenge for all time.

I'd say Naruto to post 61.
He drags around a little girl whom he throws in to fight horrible monsters while manipulating her by lying about her health condition. In an early arc he beats down a political activist ex-veteran who only wanted to make the authoritarian government to answer for their mistreatment of him and his peers. Later he gets a second little girl, whom he shoots in the face when she is no longer useful. Also stands idly by while his boss slaughters her own brother because he made a bad business decision.
