I've been here for more than a year and still don't know all the ongoing plots. I recommend you to join the discord chat and ask if you don't understand something going on in the Arena. A lot of the fights and interactions aren't related to any plot.
Most of the character restrictions have been lifted, your examples are fine. The most important thing is to play fair, e.g. no autohits or ghosting. If your character is at/above Super Weight 4, don't have them show off these powers without asking the others OOC (for example in the discord chat) first.
Another thing different about the arena compared to many other RPs here, it is 'real-time', so a scene probably stopped if the last post is more than an hour ago. If you're interacting with multiple people, wait at least 15 minutes before skipping one of them. You don't have to wait if someone didn't post for 30 minutes.

So, to answer your inquiries one by one:
For one, the lore here is generally optional, and does not affect the entirety of the Arena, simply the characters involved. (Arena-wide plots generally need my agreement before they can ever happen, and plots that explore or can alter the very nature of the Arena is, of course, restricted to the one running the roleplay.) And, really, there's quite a lot of plots going on right now. Notable players running plots include DevilPsyco and Bolded1.
Secondly, there is no real requirement to join in. Just hop on in as your character! This is a real-time roleplay, by the way, so you basically play live.
As for your inquiry, yes, summoning items as a power is fine, and Super Weight restrictions are pretty lax. However, the thing is that SW4-level (or, to put it descriptively, power levels that can affect a part of a town or bigger when it comes to range) things require the yes of other players before being performed. Other than that, however, most powers are alright. There are some powers that require my permission, though, and they are listed in the rules' OP (or originating post).
Oh, and if you wish to join, we have a Discord chat just in case (linked above by Mxe. Thanks, by the way!). You aren't obligated to join in, but it's still a recommendation. And if you're concerned about sharing personal things, worry not! Discord doesn't require you to show your real name, as well as similar details.

You can tell that you're BRBing, and request that they wait for you, or permit them to skip you for a while, but at the same time allow you to respond later on and not be ignored.

Just either ensure that your forum avatar is that of your character (if not, either provide a picture or a description), then simply post your entrance! Just remember to note your location beforehand, and the first post or OP of the Discussion thread provides the map!
As for the post, it'll go on like your usual roleplay, but if you're starting a scene, you can just have your character appear and whatnot. If you want to join in a scene, you can have your character appear or be present nearby.

For context, I have read the rules and general guide already. However, before I get committed in any real way, I just want to ask some questions:
- I know that this game is very continuity-heavy. So, in that case, how much of the continuity should a new player be brushed up on before joining? What are the basics of the actual lore that a user ought to know?
- What sorts of power levels should a user expect other characters to be at? How powerful is overpowered? How powerful is underpowered?
- If a new character joins when something big is happening, is that bad?
- Is it licit to play as more than one character at once?
- Can characters die? If they can, what do players do with them after they die?
- How often should a user be expected to post?
- Last, but not least, what's the TLDR version of what is currently happening in the game story-wise?

Please visit the "AITA" forum game- You don't really need to know a lot of continuity before joining! Since in-universe, the Arena is a place where characters from any universe can be drawn in, yours don't need to have prior knowledge of the place.
- Power levels range all over the place! A character can be as weak as your average Joe or as strong as whatever power level you want Goku to be at. There's an extra mechanic in the form of Arena balance, in which characters will get weakened or strengthened depending on how strong their opponent is, in order to make the competition more balanced.
- If something happens that affects the entire Arena in one scene, you can just choose to have the scene that your characters are in simply be unaffected, for example because it happens at a different point in time. Or you can throw your characters straight into the big event, if you feel like it.
- Playing as more than one character is perfectly fine!
- Characters can die, and whatever happens to them after that is completely up to you. You can have them be resurrected (courtesy of the Arena), you can have them stay dead or you can have their body vanish.
- Post frequencies vary from player to player and from season to season, I haven't noticed any specific trends, but I personally have a habit of nagging people if they don't post once a day, at least for the scenes that I lead.
- There's a bunch of different stuff happening:
- An attack on a Sith academy, led by Krampus The Therapist
- A "reverse bossfight" where a group of "evil" characters fight against a good one, led by Bolded 1
- An event called "The Kaleidoscope" which I don't know much about, led by Bombon Bombin
- as well as a lot of scenes between two individual members. You might be able to join them if you ask nicely
I'd recommend visiting the Discord server, almost all the OOC discussion happens there. Glad to see you here!
Edit: Also, if you don't have a Discord account and are planning to make one, you have to change your avatar from a blank one to a different one, or otherwise you'll immediately get kicked from the Arena Discord.
