The Four Beasts
In a curious harkening to the days of tribes, the delinquents of Vale have organized themselves into four general districts in the great capital city. Famously uncouth, they accept no other authority other than those of a band known as The Four Beasts.
Each of these delinquent chiefs is known to be at least on par with a Hunter trainee and hold court from a public school located roughly on the point of a compass. Under their stewardship, these leaders rule their brutal 'kingdoms' with an iron fist and are able to call on warbands to defend and assault the territories of either their rivals or those too stubborn to accept their authority.
However, the authority of a Beast is not absolute and such resultant fall-outs often appear in the Vale Police Dept. blotters.
On a more positive note, there are a handful of times in the history of the Kingdom where the Beasts have led their ragged hordes in the defense of their homeland.

...ehehHey guys, just a heads up. I'm going to be away for the majority of today, Monday and Tuesday at a college camp, and while I will have some times to post, they will be VERY limited. Everyone can just talk and screw around on the airbus until I get back Tuesday evening, and I'll have the airbus reach its destination when I return home.

That is, individual members aren't all that rich, but familial duty means the body as a whole has some serious cash to throw around if and when need be.
I figured families like the 'Snax clan had a bit of pull, considering their reputations as freeblade nobles or hedgeknights.
To add more 'world-building' to what I did earlier:
The Turtle rules from a school situated in the north of Vale. The Tiger holds court among the western gangs. The Phoenix's seat of power can be found in the southern reaches (incidentally, Vale Public School 098 can be found there). Lastly, the Dragon holds sway east of the city.
Unsurprisingly, Gage has defeated two of the current Beasts in hand-to-hand combat. Before his stint in juvenile hall, he'd been in the running for the crown of the Phoenix.
Since then, and even before, Gage has acted as a free agent, coming and going as he pleases. This free-spirited wandering has earned him the reputation and title of The Asura, an old Vacuo word meaning destroyer or wind of chaos.
EDIT: Next time, I'll put down some ideas I got for Grimm. Most prominent is Las Plagas, a locust-type Grimm often found in hordes.

Well Fe did unground Dj'ing. So I doubt she belong to any gang but she probably hung around with a mix of them.

Some think the gang life eventually leads to jail. Heck, there are even a few groups who stay under the radar of the Beasts and their goons.
We gotta think of a cool nickname for Fe. Unless she went by her DJ handle/name.
Gage, along with a few others, had defended some of these neutrals. That might be the other reason he never took the title.

...ehehI'm actually kind of curious as to Scarlet's reputation among the gangs since she went around beating the crap out of criminals (that were admittedly more violent then the gangs) for years.

They'd call her The Burning Rider or the Crimson Fury if she didn't have the Cycle then. Given what I can infer, Scarlet might be a good-aligned free agent, her actions attracting the ire of the Beast who rules over her former school's district.
It's all a matter of where she used to go.
EDIT: @ IC: Actually... Dating back to the first time the Beasts organized their followers against an external threat, it was a member of the Vale family that appealed to their patriotism and duty. In return, that member allowed free training and education to those ancient ruffians, thus building the foundations of the Vale Public Schools.
As such, while the delinquents of Vale hate authority, they love their hometown and the royal family. Most of the time.
DOUBLE EDIT: What Gage is referring to is an event the local tabloids referred to as 'The Three Day War'. A combination of civil suits and street violence that opposed a proposal to turn a few blocks of tenements into a new entertainment-residential district.
One side were the residents, the lower classes both human and Faunus. On the other side were big developers, alleged to be run by families like the Hei Xiongs. While paralegals and pro-bono lawyers, with the backing of a few noble families (and, it is rumored, even a representative from the Vale family), fought in the courtrooms, the residents barricaded the streets and beat back the blockbusters for a total of four nights and three days.
For his involvement in brawling in the streets, a 15-year old Merrick Gage had been charged with Assault and Disturbance of the Peace and sentenced to a year in a Juvenile Correction Facility.
