Furries are an acceptable target of comedy because everyone agrees they're weird, zoophilic furries even more so, but zoophilia itself has been a staple joke for thousands of years.

Whenever the topic of zoonotic diseases come up, somebody always makes a joke about kissing or even fucking bats, pigs, mice, or whatever. It's edgy, but it doesn't make me suspect anybody's got a fetish especially given the context of the joke. At its core, it's absurd comedy where the joke is that a picture of an animal isn't really sexy in itself.
Now the rat erotica thing...yeah, that's more obviously a furry thing.

It's a lot like cannibalism: shocking enough to make one go "oh God", but not really the sort of thing anyone would find objectionable to joke about because, well, how many people are at the risk of being eaten alive, anyway?

This is a straight-line outcome of the War on Drugs, of course. It's not an accident that a black man smoking a joint can have his home broken into and be thrown in prison for years while a white man gets off with a warning for the same thing.
Terror tactics have been used by police against minorities for hundreds of years with the approval, nay applause of society as a whole. Think about all the TV shows glorifying this behavior.
