This has almost 1000 inbounds and more than 1000 wicks, for what it's worth.
"For a successful technology, reality must take precedence over public relations, for Nature cannot be fooled." - Richard FeynmanThe other trope is doing quite well too.
Also, these tropes tie into subversion of blondes being attractive.

Sure, merge. No reason not to. Keep one name as a redirect, retaining all inbounds. Maybe put one line in there, saying "Alpha Bitches are often blonde," but that doesn't mean blonde bitches need their own trope, separate from evil blonde people and Alpha Bitches.
Regarding this proposal: The OP is proposing a major change to a trope that is widely used and healthy (as Septimus Heap points out), on the sole basis of a comparison to one other trope, ignoring that "it's the Distaff Counterpart of Blond Guys Are Evil" is a far less important factor than that (as Mikuru Fan points out), it's the opposite trope to Hair of Gold, Heart of Gold — the heroine is often blonde.
The OP fails to provide any reason for such a large change aside from "I think this should be done."

...if you don’t love you’re dead, and if you do, they’ll kill you for it.
The description of the trope explicitly mentions that this is the Distaff Counterpart of Blond Guys Are Evil, even though there is no reason why there should be a gender split for this trope. It's counterparts, such as Evil Redheads, White Hair, Black Heart, Hair of Gold, Heart of Gold, or any other tropes relating to hair color does not have any gender distinction, so why must this be any different? I think we should just merge the two tropes.
