I don't feel it's that quite that strict when it's between teenagers (14-15) and the target demographic is the same.
Any positive portrayal of preteen sexuality, on the other hand, is pretty much an autocut.

Well, I think we're mostly done here, correct? The P5 are going to label it as porn as soon as enough of them are on. I've raised my suggestion for how it should be dealt with and don't have enough of an interest in the series to continue pushing for my idea. The panel will either cut it or not.
At the risk of digressing, shima, I'd beg to differ. While the sheer amount of near-nudity is definitely disgusting, the degree of nudity (e.g. swimsuits and Barbie Doll Anatomy versus actual depiction of genitalia and nipples) falls short of what we'd typically qualify as "porn". It's like owning 100 copies of Maxim versus 1 copy of Playboy. (For reference: where I come from, the former is sold in plastic wrap with a warning label, the latter is banned.) Of course, if there's evidence that it gets more explicit down the road, then I'd lump it under porn and lean more towards cutting than cleaning and locking.
Furthermore, from my understanding, I thought the main issue was with underaged characters.

Not a substitute for a formal medical consultation.It's not porn, nor is it specifically pandering to pedophiles, but it's most definitely heavily sexually exploitative. Even the mainstream media agrees it is.
Agreeing with either cleaning and locking or just plain cutting the page. I'd say cleaning and locking for the fact it is indeed a fictional work that does have valid tropes in it, myself...but cutting for this borderline work makes perfect sense.

Having seen the anime here's my take:
This work is completely tasteless. It's chock-full of innuendo that quite frankly crosses the line well into Fan Disservice. About the only thing I can say in its defense is it's not quite bad enough to justify cutlisting. Clean and lock, if only to preserve inbounds from the morbidly curious. As for the manga, I can't say, not being familiar.

My impression of this is that its horrible, worthless drivel, the kid's version of an exploitation film...but its not porn. Or pedo-pandering either, since its aimed at the same age group its sexualizing. Keeping it locked is the absolute minimum, though (and I think it was locked before it was cut), and I wouldn't be adverse to cutting the examples too. Though I'm still on the fence on whether "kid's version of an exploitation film" is close enough to the spirit of porn to cut it outright. I just want to hear some more opinions.
Yeah, this is a weird one; it technically doesn't fall foul of the guidelines, but outside of Bile Fascination I can't think of any reason to keep it around. I'd personally vote for "clean and lock" if only because we'd have to bend the rules to get rid of it, but if it does get cut I won't complain.

Let's use this logic:
- Big breasts are used to sexually titillate audiences.
- A preteen girl in Eiken has big breasts.
- Therefore, a preteen girl is sexualized in Eiken.
You can use all your "They don't actually have sex!" arguments you want, but the work is still porn. Softcore porn. Hardcore softcore porn. With sexualized minors.

Goal: Clear, Concise and Witty
I once gave this as a gag gift at an anime convention, where the theme was "as close to hentai without actually being hentai." So I'm sadly familiar with it.
I won't go into all of the very good points against it as a piece of entertainment. All I know is that they do sexualize someone a few years under the acceptable age, and they do it for comedy and titillation. It doesn't matter what else it has going on. I was under the impression that positively portraying sexuality from someone well under the age of 16 was a no-brainer cut.
