Sexy isn't something that comes to mind when watching a cartoon IMO. It's all drawings, non-existent, to me at least.

Ah, I remember this show being a Guilty Pleasure when I was a kid.
And then I started watching it again recently. Still a Guilty Pleasure.
In my youth, I recall that my favorite heroine alternated between Clover and Sam, but for the time being it's all Alex. Very adorkable, IMO.
I always figured Clover as somewhat of the lead sice she pretty much shows what the series is all about: long-legged teens who love being girls become catsuit wearing agents that usually become Fetish Fuel.

It really seemed to boost Sam as The Hero later on though, she did a lot of stuff single handedly and tended to steal a lot of the badass moments. They pretty much lampshaded Clover as the Master of None in one episode.
As for fetish, well a lot of cartoons do bondage on a frequent basis. On the other hand Totally Spies was among the few that did it nearly Once an Episode, and in more and more elaborate ways. Looking at how the girls were clothed, posed and portrayed throughout the cartoon, it's very hard to say the show looked completely innocent in it's intentions.

If Johnny Bravo can have that episode with Farrah Fawcett where she says "I can't remember the last time I was blindfolded" then follos it up with a naughty giggle and whispered "oh yes I can..." then all bets are off on "children's cartoons."
Watched some episodes when I was younger and surprisingly found it boring for a cartoon about spies. Definitely prefer PPG.

Even if I had different face, I AM STILL DISGRACED.Well beyond being "for girls" and "featuring 3 girl protagonists", PPF and TS have very little in common. It be like comparing Jem to Powrpuff Girls.

-Sailor Moon, even back in the days, knew it was meant for children and even with a low budget, compared to today's standards in anime, they did a fasinating show that could sometimes veer into "The fetish-y area" that most anime is known for.
-TS is somewhat the same, but the adult fetish level is mostly played out in how you see the series. I for one just found the suits very "snug-looking", the fashions while just being students very eye catching, and their designs just look more fitting in a japanesse dating sim game.
So, yeah. I guess the two do have a little in common, but Moon is just more famous.

Oh, then no. I remember very little from SM back in my days, but I believe Usagi was a total moe. Sam was brainy with very little fault, Alex was somewhat sweetly bubbly, but a true tomboy, and Clover was a true Valley Girl, which I don't think SM had much of at the time.

I wonder how the pitch for the show even passed:
Creator:Hey guys!? I had this awesome new idea for a cartoon!

Creator:So, I was watching 007 movies and classic episodes of magical girl animes at the same time...
CN Manager:Go on.
Creator:What if we used the Magical Girl trio trope, but with mildly sexualized teenagers wearing spy catsuits?
CN Manager:FUK YEA DATS WHAT I'M TALKIN' BOUT! \*Throws money at him*

It was a good time waster during your early morning routine, at least in my opinion, and the animation was actually pretty sexy and cute at times, far from Uncanny Valley, but not total Sex Symbol either.
