By preventing Keystone XL from being built, we have done nothing to stop the mining of tar sands or the transport of tar sands oil to the refineries. At best we've made it slightly more expensive and less safe. This isn't a perfect solution fallacy error; it's a "not actually a solution at all" error.
I'm not sure you grasped mine. It's part of a solution. Just because it doesn't solve everything by itself doesn't mean it's not the right thing to do. It's like saying that you want to build a bridge but one stone by itself won't let anyone cross the river so there's no point in even trying and placing that first stone.
Or perhaps a more relevant analogy, it's like saying that there's no point in voting because your vote individually will make no difference.

Oh, no, you're right that Congress would have to vote to approve D.C. statehood, and it might even require a Constitutional amendment, and it absolutely won't happen while Republicans are anywhere near a majority.

RE: Nullification: If states can nullify, then surely counties, cities, neighborhood associations, and households can, too. Yet I'm sure any state which gets nullification from below would whine all about it.
