I'd say a split is viable here.
Rhymes with "Protracted."Yeah, I think a split is called for here because I do not think the two options listed in the trope description necessarily have to go together and I believe that they are unique enough to be separate tropes.
I made a page action crowner here. I am not sure how clear it is though so if someone else wants to modify it or add more options, feel free to do so.

Redefine Muggle Power to be a general supertrope covering normal people's reactions to superheroes and what to do about them, and create subtropes covering the specific reactions:
Muggle Empowerment Movement: give yourself superpowers via shady means like Organ Theft or a Super Serum which often doubles as a Psycho Serum.
Super Registration Act: regulate and police the supers using
- Cape Busters: a well-armed muggle army, or
- Mutant Draft Board: an army of their own kind
Muggle Supremacy Movement: enslave/kill off the supers.

That's what I Thought It Meant when I first saw this title.
I'm on the internet. My arguments are invalid.It does not look to me like there is much opposition to splitting Muggle Power. That being said, what should be the next course of action? Should we come up with names for the two separate tropes here or go to YKTTW for that?

When I looked many months ago, many of the wicks hadn't been changed. I couldn't figure out back then what the trope really meant and how the examples fit with it. Clearly the rename to Muggle Power wasn't enough to fix it.
To be honest, What Measure Is a Non-Super? makes more sense as a name for either of the tropes here then Muggle Power does (well, actually it and Muggle Power make equally little sense for "ordinary people try and gain superpowers) - not that I'm advocating we go back to it, mind you; I'm simply saying just how bad this name was.
And on that note, should we take the new tropes to YKTTW, work them out here, what? And what happens to this page?
What happens is that we sandbox both of the tropes that we're splitting. Then we take them and run them through YKTTW to polish them. When they're launched, we cut this page.
