It's pretty clear the Ice Lord troops are serving under duress. As we were recently reminded, a bunch of them mutinied and surrendered to Gil after the previous Lord attack. And yeah, the Wulfenbachs don't tax their subjects use of fire.
I assumed it's because a lot of them were recent converts.

So my thought here is: Lucretia didn't actually invent the Othertech. She stole it from the Polar Lords.

The impression I was getting so far was that Lucrezia has recently shared othertech with the polar lords which motivated them to make their move southwards - it doesn't look like it fits naturally with their ice-based magic, and it's only recently that there was those rumors of people getting wasped in norway or whatnot, which doesn't jive with the millenia-old polar lords... but yeah maybe this impression is wrong and we got things backwards.
Look at Bang, talking to Tarvek as if she thought he was a real, respectable person. She's so good a dissembling.
I, too, get the feeling that, where ever Lu's othertech originally came from, it's a deeper mystery than anything we have seen so far. The future is my best guess, but I'm not real confident in it.
Oh, and Tarvek just got his wasp detector to test his smoke knights with.

Having just catched up on everything I missed over the past month, I'm impressed that I caught up on everything right as a new volume is starting.
Now, why would the Polar Lords' soldiers be requesting sanctuary from the Wulfenbachs, who they were just fighting? Is it because the Wulfenbachs are typically merciful to enemy POWs?
