Victor acquires a cape that gives him super-powers, and gets carried away with the idea of being a superhero, attempting to perform good deeds across the land as Super-Vic... and bungling every attempt. Unfortunately for U.Z.Z., the kid supervillain that Victor took the cape from is the son of the one super-criminal that U.Z.Z. fears above all others... Eartha Quakea.

  • Acquired Situational Narcissism: Victor already has a tendency of being arrogant to begin with, but once he starts wearing the cape, he really lets all the powers the cape grants him go to his head.
  • Clothes Make the Superman: The capes that Eartha Quakea and her son wear grant them superpowers. Victor figures it out after accidentally ripping the son's cape off.
  • Hurl It into the Sun: Victor's solution to making sure nobody can use the powers Eartha's cape grants ever again is to tie it to his skybike and then fly the skybike remotely via phone into the Sun.
  • Literal Metaphor: The episode opens with Quakea's kid robbing a bank... as in, stealing an actual bank by ripping it off its foundation.
  • Lord Error-Prone: Victor's first outing as Super-Vic sees him lift a roller-coaster train right off the tracks under the assumption that it was out of control. This earns him the nickname of "The Caped Clown." He proceeds to consistently bungle his outings from that point on.

  • Ow, My Body Part!: After Anita snatches the cape off of Eartha's back, Eartha falls to the ground and says, "Oof, my bottom."
  • Punny Name: Eartha Quakea, a one-time character who can create earthquakes with powerful stomps.
  • Running Gag: While donning the cape, Victor is consistently referred to as "The Caped Clown," much to his annoyance.
  • Shout-Out: Victor parodies the "getting changed in a phone booth" sequence from Superman: The Movie.
