A new villain appears and he throws the city into chaos, running the turtles ragged in a twisted clock-themed goose-chase.

Tropes

  • Create Your Own Villain: It was when the Turtles left him tied up at the clock tower — the long hours of noise driving him insane — did Winston Fripp turn into Chronos.
  • False Reassurance: As Dregg confronts Chronos in the clock tower for failing to kill the turtles and destroying the city, Chronos begs for him to not leave him in the tower to which Dregg replies for him not to worry as he still has a use for him, which involves handing him over to the police so he could take the credit of stopping him.
  • Freudian Excuse: Chronos was driven insane by the sound of the City Hall clock tower after the Turtles caught him trying to get away after a bank-robbery.
  • Revenge: This is Chronos' goal throughout the episode; he lays traps for the turtles into thinking he's robbing the bank or going to make the trains collide, but he lays a thermal device inside the bank safe and he never switched the track points in the first place. All he wants is to make the turtles pay for apprehending him and tying him up in the clock tower, causing him to go insane from the clocks gears ticking.
  • You Have Failed Me: Dregg outright says this to Chronos when he confronts him in the clock tower. Though he doesn't kill him, he just hands him over to the authorities to make himself look like a hero.
