How is Matt Murdock still blind if he didn't develop his superpowers? It was the accident that made him blind that also gave him his Super-Senses, so if it didn't happen how is he still blind?
Most likely it was done so we'd understand it was Matt Murdock even before he's identified as such. Either the incident happened but the Maker removed the circumstances that led him to meet Stick, or his backstory simply had him blinded by other reasons as it's a Close-Enough Timeline to the main Marvel Universe and the previous Ultimate universe (see how Peter never really became friends with Harry even if he was part of the same friend group in university that later included MJ in the original Marvel Universe version).
Frank Miller's Daredevil run established that his senses were only temporarily boosted. Stick's training used that as a starting point. Remove Stick and Matt would be overwhelmed by his powers when he first gained them, and powerless if still untrained when they faded again.

It's possible that he doesn't know what it is yet. In the original, quite a bit of time goes before Peter discovers "Buzzing = Danger".
