While ostensibly Picard's refusal to directly aid Gowron in the Civil War is a combination of the Prime Directive and Starfleet just not having the manpower this soon after Wolf 359, there's actually a deeper reason that could have been used. Since Klingons believe so much in Might Makes Right, a direct intervention by Starfleet could be used by the House of Duras to make Gowron appear weak and backfire completely. However, the exact same is true of Duras: proving that Lursa, B'Etor, and Toral were getting Romulan help causes their support to evaporate and allows Gowron to secure full control of the Empire within weeks.
