Downplayed at first with Hisashi Midoriya. While he for the beginning of the story he worked overseas to provide for his family like in canon, at least here he calls once in a while to check on Inko and Izuku. Played Straight during the prologue arc, where he is the first to notice that Bakugo is bullying Izuku. He becomes a recurring cast member during and the Sports Festival arc, when gets transferred back to Japan.
Itsuka Kendo, while one of the most prominent characters of class 1-B, still suffers from limited screen time. Here she's instead one of the main characters.
Ochako's parents, Taiyo and Miwa, are recurring cast members.
Setsuna Tokage and Yui Kodai count as well, being Itsuka's best friends.
Nejire Hado is a Class 1-A student here and one of Izuku's closest friends. Her best friend Yuyu Haya is an even bigger one, considering she only made a short appearance at the School Festival and later during the Final War arc, at the battle of U.A., here she is a recurring cast member, and Class Representative of 1-B.
Reiko Yanagi and Pony Tsunotori are Class 1-A students.
Nine is the Big Bad of the Heroes Rising. Here, since Tenko never became Tomura, he is the main threat of the story, aside from All for One, and his crew, Slice, Chimera, and Mummy are the core of the Villain Consortium, the story equivalent of the League.
As of a case of Adaptational Villainy, Camie Utsushimi is a recurring antagonist with a very personal interest in Izuku and his friends.
Overhaul and his lieutenants from the Shie Hassaikai have a far bigger presence in the story, due to Eri escaping earlier, not to mention, being the Greater-Scope Villain from the Kendo Family plotline.
Flect Turn not only went from being the Big Bad of the World's Heroes Mission movie to one of the main threats of the story alongside All for One and Nine but is set to be the main villain of the Yaoyorozu and Todoroki plot line. Rody Soul acts as his main henchman as well.
Melissa Shield becomes a recurring cast member after transferring to U.A. following the Sports Festival arc, and becomes a main character starting from the Heights Alliance arc onwards. Her father, David, starts to have a more active role during this time as well.
Lady Nagant goes from being the Arc Villain from the Dark Hero arc to a recurring cast member due to her connection to Ochako and her family.
In addition to being Canon Immigrant from the Vigilantes spin-off, the Naruhata Vigilantes, as well as Gentle, La Brava, Ippan Josei and their leader Shirakumo and several of their allies join the main cast as the Inner Circle plotline expands.
Chikuchi Togeike, originally a minor side character introduced during the School Festival arc is a Class 1-B student. And Class 1-B itself starts to become more recurring after the Sports Festival arc.
Saiko Intelli, or rather Kanshi Shiryoku, was introduced as a minor antagonistic character (and only for the anime) during the License Exam arc. Here, as one of the leaders of the Inner Circle and the President of the HPSC, she is one of the main villains of the story.
Chitose Kizuki/Curious, starts to have a far more active role in comparison to her canon self, who barely made it halfway through the Meta Liberation Army arc, being one of Nine's closest allies, as well as having her own plans to take control of the MLA for herself.
Rei Himura, (formerly Todoroki), is quickly becoming this, after she moves in to the same apartament as the Midorias and Urarakas.
Star and Stripe, who only acted in the story as the Hero Antagonist towards Tomura during her namesake arc, is building herself to become a recurring cast member due to her closeness to Melissa.
