The Fifth Doctor has not yet regenerated.
The original author, John Paul, quit his position as head writer right after starting Series Three. Dawnlilly has since taken over, with Ruby (who plays the Doctor in the story) [[DirectedByCastMember writing a guest two-parter herself]].
