Most of the owners were good but the life with them wasn't, and so, by the end of each episode, they continued to search.

This could also explain why whenever Tom has had a part in harming others around him, he is the one who is always punished instead of Jerry, even when he didn't really mean it to them -even talking and explaining things to them will not change their stance when Jerry is pulling the strings because of who Jerry really is.
