Think about it. She's oblivious to the trouble she causes Keiichi. Her entire job involves working with humans, yet she has almost no idea of what humans are like, the ways of humans and of life on Earth. She's unable to determine the motives of others, even when obvious, never considering that people might be lying or having ulterior motives (even when they did it before). She invites a self-declared enemy who tried to seal her before and almost destroyed the world into her house for lunch.

Heaven knows this, which is why her unusual contract with Keiichi was approved (Peorth laughed at the thought of its approval). That's also why she was given a little more time on Earth when the contract was destroyed, and why Kami-Sama looked the other way when his subordinates were breaking the rules to try and restore it.

Heaven simply wants her gone.



It's a test of both her and Keiichi; him for not giving up, and her for breaking past the clouding. Kami-Sama is making sure it will work out before such an unusual pairing is allowed.
* And it'll turn out that it's not just Keiichi's lustful feelings being suppressed. Bell's are too. After all, Peorth and Urd show that Goddesses can be quite interested in sex.

Furthermore, as a prerequisite to being a first-class goddess, Belldandy must never, ever tell a lie. If she decided to nullify the contract and return to heaven, she would be betraying her feelings, ''technically lying to herself'' in the process. More interesting is in the Edda, it's prophecized he would be killed by Garm in Ragnarok. However, in the two poetic versions of Ragnarok, he goes unmentioned.
* Ragnarok is going according to schedule. Odin, Thor, Loki, all die the way they're supposed to. Tyr starts to face Garm....and then the unthinkable happens. The Norns are killed in a skirmish. Prophecy and causality are lost, and Tyr...[[ScrewDestiny survives.]] Realizing that aspects of the Past, Present and Future are needed, he sires the ''new'' Norns. Clues can be seen in the Doublet System, where killing a goddess or demon has the potential of killing the corresponding number on the other side (though This Troper personal questions the effectiveness of it unless EVERY goddess has a Doublet) and the chapter in which Keiichi was the victim of a "automatic luck-balancing system".
* Keep in mind that those who are in a doublet don't know who their partner is. So if they kill someone on the other side they-\\

C- Kill a friend or family member. And do you think that, let's say, Urd would try to kill a demon if it meant she might also kill one of her sisters?

This is treated somewhat comedically, but may explain why Keiichi never complains too loudly about his life; he knows it's his generous karma being balanced out.
