Mikasa has the ability to rapidly strike the same target multiple times, which other characters have to upgrade their gear to do, while Levi has a single special strike that is strong enough to instantly kill most titans. Not to mention that he later gets Mikasa's chain attack, he even gets another ability that improves on it, turning him into an absolute butcher.
