Wolverine Publicity is when the popular character has little reason to be in the story at all and only appears because of their popularity. Elsa is Anna's older sister and a big part of her life, which the original movie firmly establishes, so her inclusion is natural and not Wolverine Publicity. Billing Displacement, on the other hand, is about a character who is marketed as being more prominent in the story than they are.
