Up until about the late seventies, it was pretty common in Britain for that to mean anyone with dark skin regardless of ethnicity. Nowadays it’s understood to only mean people of African and/or Afro-Caribbean descent. Folks with subcontinental heritage are generally referred to as “Asian”, specifying the exact country wherever possible.
