* Batman: Arkham Asylum has 'elite' thugs appear in the later stages of the game along regular ones. They either carry a couple of knives of a taser. It's actually kind of a contrived gimmick: Batman is supposed to be a martial arts master, trained to physical perfection, and yet here's a couple of nameless thugs whose attacks you can't counter, and who will automatically block all your moves unless you stun or combo them first. WTF?

** It's not really that indicative, though, at least between Elite Master and Nemesis. The player is about equal to a signature in health(Less for some classes, like lore-masters), but are pushed up to about the strength of an elite by their advanced human brains and their much larger array of moves. A normal enemy has about 50% of your hitpoints and a swarm has about 25%. Generally, each level is about twice as powerful as the last, up to Elite Master. The line between Elite Master and Nemesis is INCREDIBLY blurry. In the first part of the Great Barrows, a 6-man instance, you fight an Elite Master who's REALLY tough, and you'll probably wipe several times. In the 6-man version of the fourth skirmish, Thievery and Mischief, you fight three nemeses at once as a boss with relative ease.

* PowerRangers sometimes has a multiple tier grunt system, such as Kelzak Furies and Styxoids. Blueheads started out as Giant Mooks who led regular Mooks, but started being sent in small groups themselves on occasion.
** The original Mighty Morphin' series did this regularly. When Lord Zedd took over as the new big bad from Rita Repulsa, he upgraded some of her mooks, the Putties, into "super putties" with big Z's on their chests. These new putties gave the rangers a lot more trouble...for about one minute, until Jason discovered they could be killed instantly by hitting the Z.
