They were in Washington after convincing the President and most of the executive branch to order an evacuation of everyone south of the Mason-Dixon Line to Mexico (everyone north is order to shelter in place and wait out the storm before any survivors can be rescued once the storm dissipates).
** At the NYPL, most of the initial group of survivors who had initially taken shelter there after the initial deluge that flooded Manhattan with about ten feet of water don't think they'll survive long enough for help to arrive (whether they believe the government just left them to die or a simple conclusion that they won't hold out long enough).
